Kenneth Ratcliffe led a rather simple and secretive life in a rural section of Pulaski County. When a 4 year old female made some unusual and age inappropriate statements to her father, he became suspicious that she had been the victim of a sex crime. Ultimately investigators with the Pulaski County Sheriff’s Office were led to Ratcliffe who denied any wrongdoing. After numerous discussions with him, he finally admitted to being attracted to the little girl and Ratcliffe was indicted and convicted of three counts of forcible sodomy.
The young female in the case was naturally hesitant and scared to testify, and although she would have done so if necessary, only minutes before a jury was selected, Ratcliffe said that he would plead guilty. The Court accepted his plea of guilty to all three charges of forcible sodomy and sentenced him to serve 30 years in the state penitentiary. Commonwealth’s Attorney Mike Fleenor worked closely with the child victim and her family who were very pleased with the outcome of the case. Ratcliffe is currently at Buckingham Correctional Center in Dillwyn, Virginia.
